Backstory context
Soren was recruited into intelligence work after university and rose through analysis and field operations. She saw herself as one of the people willing to do hidden work for national survival. Her bitterness is tied to a belief that New Zealand's political direction, especially Māori leadership and co-governance, betrayed what she thought the country should be. The apocalypse gives her ideology a new opportunity: with institutions weakened, she can turn old networks, secret caches, and scientific programs toward open power.
The Sixth Law arc
Soren first appears pressuring Edward Hobson for Project Aegis codes and locations. When he refuses, she surveils his family, searches his home, and murders him after he tries to warn others. She then tortures John Pelorus and Elaine Pelorus for Aegis access and executes them.
Her network is already operating in Hawke's Bay, where Keepers and Separatists use controlled Variants and abduct young women. She confronts Jack after the Renegades interfere, then escapes when naval forces ambush her team. From that point on, she becomes the connective tissue behind the book's crises: Fonter Tower, Axiom, the Lake Coleridge laboratory, the Aegis caches, and the final aircraft plan.
Soren's endgame is biological. She believes ordinary humanity has lost its place as apex predator. With Karl Charpentier, she pursues a hybrid serum that gives human subjects Variant strength and healing while preserving cognition. Her plan is to disperse the serum over Wellington, creating chaos and allowing her to rule the transformed survivors.
She ultimately injects herself, becomes a hybrid, and fights Dee aboard the cargo aircraft. Soren is stronger and faster, but Dee reads her patterns, survives the assault, and decapitates her with the katana.

Leadership and personality
Soren is controlled, theatrical, and ruthless. She prefers leverage before direct force, using surveillance, blackmail, family threats, cult structures, and hidden scientific work to prepare the battlefield before soldiers arrive. She also misreads loyalty. She treats the Keepers as expendable, assumes fear will control captives, and misunderstands why the Renegades keep risking themselves for one another.
