These places matter because they show what humans are trying to save. The series is not only about killing Variants. It is about preserving dinner tables, children, farms, teachers, dogs, elections, laboratories, and neighbors.
First major appearance
Safe zones become important in Extinction War, especially when ROT attacks them with the Hemorrhage Virus. The full outpost system is introduced in the Dark Age historical recap, where the Allied States has consolidated survivors into roughly one hundred fortified communities.
Why it matters
The outpost model is the practical answer to a ruined continent. The government cannot hold everything, so it holds points that can be defended and supplied. That choice creates stability, but it also creates fear. People inside the walls depend on the military, rail lines, farms, and trust. People outside the walls become frontier survivors, raiders, collaborators, or unknowns.

Safe Zone Territories are an early attempt to gather and protect survivors after the first war. Their existence suggests recovery, but ROT proves that safety can be turned into a target. When the Hemorrhage Virus is used against safe-zone populations, the survivor government learns that walls alone cannot defeat human betrayal.
Allied States outposts
By Dark Age, the Allied States has built a network of outposts, mostly in the Midwest and East Coast. Some are agricultural hubs like Outpost Turkey River. Others are coastal, political, military, or scientific nodes like Outpost Portland and Peaks Island. They are not all equally secure, but they form the backbone of the rebuilt country.
